On Thursday, April 20th, at 0900, the Scott County Sheriff’s Office will hold a Promotional Ceremony in the Sheriff’s Office Conference Room on the second floor of the Scott County Courthouse. Deputy Joshua Wall will be promoted to the rank of sergeant, Sergeant Thomas Gibbs will be promoted to the rank of lieutenant, and Lieutenant Joseph Caffery will be appointed as Captain, due to the vacancies left by the retirement of Captain H. LeRoy Kunde.

Joshua Wall graduated from North Scott High School in 2001 and from Grandview College in Des Moines in 2004 with a liberal arts degree and a minor in psychology.  Mr. Wall was hired by the Scott County Sheriff’s Office in March, 2007 and graduated from the Iowa Law Enforcement Academy in June, 2007.  Josh has worked in the patrol division, the civil division and most recently in the criminal investigations division as an investigator from March, 2013 until present.  Deputy Wall is a field training officer and a crime scene technician as well as a precision driving instructor, reserve instructor and a Below 100 instructor.  Deputy Wall has been a member of the International Association of Identification since 2012.  Josh is married to Brittany Wall and together they have two daughters, Elliott 2 years old and Reese 4 months old. The Walls reside in Bettendorf.

Thomas Gibbs, originally from the Coralville/Iowa City area, is a graduate of Iowa City West High School and joined the U.S. Air Force where he worked as a law enforcement canine patrolman.  He was last assigned to Andrews Air Force Base in Maryland where he provided explosive detector dog support to the Air Force One Mission and Support Complex.  After separating from the U.S.A.F. he worked briefly as a security officer at the Library of Congress, and then joined the Metropolitan Police Department in Washington D.C.  Mr. Gibbs was sworn in as a deputy with the Scott County Sheriff’s Office in February, 2004, promoted to the rank of sergeant in July, 2012, appointed as chief deputy in October, 2014 and then returned to the rank of sergeant in January, 2017 with the administration change of Sheriff Tim Lane. While working for the Scott County Sheriff's Office he is a member of the Emergency Services Team, a Field Training Officer, and was the Sheriff's Office first canine handler.  He was previously assigned to Sheriff's Office Administration assisting with technology and other projects as assigned.  Tom is married to Heather Gibbs (Huffman) who is from Bettendorf.  Together they have two daughters Abigail and Sydney and currently reside in Davenport.

Joseph Caffery grew up in Eldridge, Iowa and later moved to Davenport, where he graduated from West High School. Mr. Caffery attended Scott Community College where he majored in Criminal Justice. Joe started his career in law enforcement in 2001 with the Aledo Police Department and attended the University of Illinois Police Training Institute and graduated as a certified peace officer in the State of Illinois. In 2002 Joe was hired as a deputy sheriff by the Rock Island County Sheriff’s Office. Joe worked in patrol, was a member of the Emergency Service Team (SWAT), Honor Guard and was a Field Training Officer (FTO). In 2003 Joe was transferred to the Quad City Metropolitan Enforcement Group (QCMEG) through the Illinois State Police where he worked as a narcotics officer for two years. In 2004 Mr. Caffery was promoted as supervisor of the Covert Drug Unit and finished out his tour until 2005. In August 2005, Joe was hired by the Scott County Sheriff’s Office and graduated from the State of Iowa Law Enforcement Academy. Mr. Caffery was assigned to serve a second tour with the Quad City Metropolitan Enforcement Group (QCMEG) as a Supervisor of Covert / Overt Operations. In October, 2008 Joe formed the Scott County Sheriff’s Office Special Operations Unit focusing on narcotics investigations in Scott County. In December 2014, Joe was promoted to the rank of sergeant and served as the sergeant of the Special Operations Unit in charge of officers assigned to the QCMEG and Federal Gang Task Force. Joe was promoted to the rank of lieutenant in February, 2017.  Joe has served as a certified instructor for the Illinois Drug Enforcement Officers Association, teaching Covert Unit Operations and Hotel Motel Encounters.  Joe is an Instructor for the State of Iowa Police Academy Drug Awareness and Recognition training and is a Certified Instructor for Desert Snow Criminal and Terrorist Interdiction Training where he travels around the country training front line supervisors and officers.  Joe currently resides in Scott County with his wife Amy and their five children, Mollie, Megan, Dustin, Hannah and Breanna.
