Job Summary

Under general supervision, the Finance Manager develops, implements, and reviews standard and proper financial management policies and procedures to ensure the accurate accounting of all County revenue and disbursements. Directs the investments of County funds and maintains a competitive investment portfolio.

Starting salary for this position will be between $95,472 and $110,718.40.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Directs the investment of County funds and maintains an up-to-date competitive investment portfolio to maximize the return of idle funds in accordance with generally accepted cash management techniques; prepares and presents related reports as requested by the County Treasurer or the Board of Supervisors.

Evaluates a wide range of investment vehicles to include institutional investment account and repurchase agreements, certificates of deposit, Treasury Bills/Notes/Bonds, and Federal Agency and Instrumentality obligations.

Reconciles all cash transactions from previous day's business; reviews deposits, withdrawals, and payments made by various departments; determines daily and future cash needs after reconciliation and analysis of previous day's activity.

Oversees the maintenance of cash balances for multiple demand and time deposit accounts with annual deposits in excess of $450,000,000.

Establishes and maintains an up-to-date financial management system in accordance with generally accepted accounting principles and State laws for all property tax receipts, motor vehicle registration fees, and other miscellaneous income received by the County Treasurer's office.

Prepares and processes monthly apportioning data file and ensures transmission to proper financial institution.

Remits daily ACH debt collection to the Iowa Department of Revenue and Clerk of Court.

Monitors operations and daily reconciliation of all property tax, motor vehicle, and miscellaneous income and accounting transactions to ensure compliance with generally accepted accounting principles, and State and Federal regulations. Oversees the preparation of the motor vehicle monthly report to the State and the corresponding disbursement of funds.

Prepares and reviews all working papers, trial balances, and financial statements for Scott County's annual audit.

Manages the preparation of the Treasurer's Office annual departmental budget; performs an analytical review of five County departments' budgets.

Supervises and evaluates the work of subordinate staff; recommends personnel actions related to selection, performance review, scheduling, and discipline; administers personnel and related policies and procedures in accordance with the applicable laws, collective bargaining agreements and county policies; supports and implements training and development for individuals and staff.

Serves as a member of the Financial Review Committee; manages the development, implementation, and review of special financial projects for the Board of Supervisors.

Serves as a member of County TIF Review Committee; provides guidance to County Administrator, Board of Supervisors, Other department heads regarding various County issues.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines:
Bachelor's degree in Accounting, Finance, or related field; AND five (5) years of progressively responsible professional level accounting experience which includes some previous supervisory responsibilities; OR an equivalent combination of education, training, and experience.

Knowledge of:
Computerized accounting systems.

Applicable local, State, and Federal laws, codes, regulations, and ordinances.

Generally accepted cash management techniques and accounting principles.

Budget development and analysis practices, procedures, and methods.

Supervisory principles and practices.

Skill in:
Preparing clear and concise reports.

Developing, analyzing, and implementing department-wide budgets.

Analyzing and evaluating investment opportunities.

Preparing and delivering informational presentations to groups of varying size.

Establishing and maintaining cooperative working relationships.

Communicating effectively verbally and in writing.
