Job Summary

Under general supervision, the Accounting and Business Manager oversees the operations, activities, and staff of the Auditor's Office to ensure statutory responsibilities related to payroll, and accounts payable are completed in a timely and accurate manner. Manages State and Federal compliance and reporting requirements, performs all general accounting for the office, and assists with the annual comprehensive financial report (ACFR).

Essential duties and responsibilities may include, but are not limited to, the following:

  • Supervises and evaluates the work of subordinate staff; recommends personnel actions related to selection, performance review, scheduling, and discipline; administers personnel and related policies and procedures in accordance with the applicable laws, collective bargaining agreements and county policies; supports and implements training and development for individuals and staff.
  • Supervises all functions of the Finance department for the Auditor's Office to include the Payroll and Accounts Payable departments; reviews, checks, approves, and evaluates all reports and statutory filings for the departments and serves as IRS authorized contact for the County.
  • Assists in the creation and administration of TIF (Tax Increment Financing) and SMID (Special Municipal Improvement District) districts and working with city, county and community college officials in order to identify and implement. Provides ongoing support for TIF, budget certification and property tax certification. Serves as backup to Tax Manager.
  • Develops and inputs the annual budget through effective coordination with department managers; monitors budget and serves as a county budget analyst.
  • Prepares, drafts, and creates operations manuals within finance, accounting, taxation, and election departments; develops operating and office guidelines and annually reviews for accuracy and efficiency.
  • Participates in preparing the ACFR and other required documents papers and information for external auditors.
  • Performs various general accounting tasks for the office; reviews and posts journals, prepares journal entries, and develops monthly interdepartmental transfers.
  • Supervises the review of absentee ballot mailings; oversees the assembly, sorting, and distribution of mail ballots; monitors the receipt of ballots for counting and tracking; provides staff support to absentee precinct election officials in counting ballots.
  • Serves as a member of the Financial Review Committee; manages the development, implementation, and review of special financial projects for the Board of Supervisors.
  • Reviews, evaluates, and edits BOS meeting minutes and assists with preparing resolutions related to Assessor processes as necessary.
  • May act as Auditor in his/her absence. Participates as a member of the Auditor's management team in establishing departmental objectives and appropriate action plans.
  • Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy. Performs related duties as assigned.




Standards for Initial Consideration

Education, Training, and Experience Guidelines
Bachelor?s Degree in Accounting, or other special training in property tax administration, TIF administration, and budget certification; AND five (5) years accounting experience in payroll and general accounting management, and three (3) years of experience in an Auditor?s office performing tax administration.; OR an equivalent combination of education, training, and experience.

Knowledge of:

  • Taxation laws and standards affecting businesses and other entities.
  • Generally accepted accounting principles (GAAP).
  • Current principles and practices of effective supervision.
  • Budget development and management.
  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • FLSA laws and regulations.
  • Modern office practices, procedures, and equipment.
  • Recordkeeping and reporting practices.
  • Records retention and maintenance policies, procedures, and practices
  • Computer fundamentals including, word processing, spreadsheets, scheduling software, and other standard software.


Skill in:

  • Preparing tax documents and other financial reports.
  • Preparing clear and concise reports.
  • Maintaining concise and accurate ledgers and accounts.
  • Developing and implementing budgets.
  • Operating a computer to include standard software and some specializes software.
  • Interpreting and applying government finance and accounting industry standards and practices.
  • Prioritizing work and working on multiple tasks simultaneously to meet deadlines.
  • Providing effective supervision and leadership to assigned staff.
  • Establishing and maintaining cooperative working relationships.
  • Communicating effectively verbally and in writing.
