Under general supervision, the Training Specialist develops, implements, and coordinates the training, recertification processes, and continuing education requirements for telecommunications personnel. Advises trainees, researches training opportunities, conducts educational programs, and maintains all records of training for employees.

Essential duties and responsibilities may include, but are not limited to, the following:
Develops, implements, and maintains the public safety telecommunications orientation program for new employees, including but not limited to, training outlines, lesson plans, handouts, maps, recordings and resources, evaluations, testing, and documentation instruments.
Coordinates and facilitates training sessions for orientation of new staff, in-service training requirements, shift briefings, policy and procedure changes, and refresher training for current employees as needed or required.
Manages and coordinates a Continuing Dispatch Education (CDE) program for current employees, including, but not limited to, the International Academies of Emergency Dispatch Police and Fire protocols for certification and recertification training in compliance with the National Academy Standards.
Serves as Communications Training Officer (CTO); schedules all stages of training; assists in the selection process for Communications Training Officers; monitors and assists CTO's with completing training duties; conducts training division meetings; makes recommendations to the Director regarding trainee status.
Assists the Director and Deputy Director with developing and maintaining operations and training related Standard Operating Procedures; updates training materials, policies, procedures, and protocols.
Assists in screening processes for new employees; coordinates the applicant testing phase of the application process and refers successful applicants to the Director.
Coordinates recertification process for EFD and EPD certified personnel; facilitates testing and the reporting of required DCE hours.
Registers employees for off-site conferences and training programs; assists with making travel and accommodation arrangements; assists in the development of the training and travel budget, monitors expenses, and processes appropriate forms.
Reviews emergency communications literature and attends various seminars and conferences to maintain awareness and stay abreast of changes in public safety telecommunications functions, training technology and equipment.
Assists Quality Assurance Specialist with case entry, audits, new recruit testing, and potential 911 caller evaluations.
Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.
Performs related duties as assigned.
Education, Training, and Experience Guidelines:
Associates Degree; AND three (3) years of experience as a Public Safety Telecommunicator PLUS two (2) years of combined experience as a Communications Training Officer or Supervisor; OR an equivalent combination of education, training, and experience.
Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances.
IOWA/NCIC entry, modification, and cancellation guidelines.
Principles and practices of public safety dispatching., call taking, and emergency response.
Outdoor weather siren activation.
Recertification requirements and expectations for employees.
Records maintenance and retention policies, procedures, and practices.
Project management principles and practices.
Training methods and procedures.
Skill in:
Providing effective training and coaching to assigned staff.
Developing and implementing standard operating procedures.
Handling and maintaining the confidentiality of sensitive materials.
Time Management and organization.
Planning and prioritizing work to meet deadlines and articulating objectives.
Developing, maintaining, and implementing various training curriculum.
Preparing clear and concise reports.
Operating a computer including standard software and some specialized software.
Establishing and maintaining cooperative working relationships.
Communicating effectively verbally and in writing.
License and Certification Requirements
Must obtain and maintain the following certifications within one year of appointment: ETC-I, EFD-Q, EPD-Q, IOWA/NCIC Communications Training Officer (CTO) and FBI (Iowa) - 40-hour Law Enforcement Trainer Certification.
NENA Center Manager Certification Program (CMCP) designation within 5 years.
NENA Emergency Numbers Professional (ENP) designation within 7 years.
