Scott County, Iowa, is part of the Quad Cities Metropolitan Statistical Area (MSA), located in eastern Iowa and western Illinois on the Mississippi River, 165 miles west of Chicago. The Quad Cities MSA consists of Scott County in Iowa and Rock Island, Henry, and Mercer Counties in Illinois. Combined with the more than 174,669 Scott County residents, it measures over 380,000 people in population. The Scott Emergency Communications Center serves the residents of Scott County, and is seeking an experienced, collaborative emergency communications professional to be its next Director!

The SECC Executive Board consists of five members: Scott County Board Chair, Davenport Mayor, Bettendorf Mayor, Long Grove Mayor, and a representative from the healthcare community. Executive leadership includes the SECC Director and Deputy Director.

In 2008, all Public Safety Entities in Scott County, Iowa, began to consolidate their Public Safety Emergency Communications Services to the newly formed Public Safety Answering Point (PSAP), named Scott Emergency Communications Center (SECC). The organization provides consolidated 9-1-1 dispatching for the community. They serve about 173,924 clients annually.

The Scott Emergency Communications Center seeks a collaborative leader and a strong, outgoing communicator to serve as its next Director. The ideal candidate will have a background in dispatching and an understanding of how a Communications Center works. They will have some oversight of or experience in running a dispatch center, as well as supervisory experience, budgeting experience, and experience in working in a multi-agency jurisdictional public safety communications environment that serves law enforcement and fire/emergency medical services.

The position requires a bachelor’s degree in business or a related field, plus three years of experience as a telecommunicator in a dispatch center, with five years of supervisory or management experience. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

Candidates must have municipal, county, state, or federal experience. A National Emergency Number Association (NENA) Emergency Number Professional certification is preferred. The selected candidate should hold or be able to obtain an Emergency Number Professional (ENP) certification from the National Emergency Number Association, or a Certified Public Safety Executive certification from the Association of Public-Safety Communications Officials (ACPO) and Basic National Incident Management System (NIMS) training (ICS 100 and 200) from FEMA. Relevant public safety communications professional certifications and credentials will be considered in the overall evaluation of candidates.

The annual salary range for this position is $104,270 - $143,728 DOQ. Additionally, Scott County offers a generous benefit package.
