Job Summary

Under general supervision, the Purchasing Specialist works with internal and external customers to coordinate purchasing opportunities and providing product or service research assistance to departments and employees.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Serves as a resource for Scott County employees, departments, and authorized agencies; provides assistance with purchasing goods, materials supplies, equipment, and services.

Assists departments in preparing bid specifications and or requests for proposals. Analyzes bid and proposal responses, consolidates information, and forwards it to the requestor and others.

Post request, bids or information on County's vendor site, Public Purchase.

Assists interested vendors in the registration process for doing business with Scott County.

Prepares results of bid responses and returns documentation to the requestor and other interested parties.

Completes and submits purchase orders to vendors or other appropriate parties; follows-up to verify items and delivery confirmations.

Coordinates information or documentation of equipment, vehicles, and other qualified items to the ERP asset system.

Makes available purchasing decisions, for Public Access to Procurement Information and/or assist if needed with purchasing FOIA requests.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines:
High school diploma or GED equivalent, bachelor's degree preferred; AND three (3) years of accounting or purchasing related experience; OR an equivalent combination of education, training, and experience.

Knowledge of:
Customer service etiquette and practices.

Purchasing practices and procedures.

Applicable local, State, and Federal laws, codes, regulations, and ordinances.

Records maintenance and retention policies and practices.

Skill in:
Typing and entering data with speed and accuracy.

Researching and compiling data for reports, presentations, and technical documents.

Preparing and maintaining correspondences.

Maintaining accurate records.

Establishing and maintaining cooperative working relationships.

Communicating effectively verbally and in writing.
