Scott Emergency Communications Center’s (authorized) 47 full and part-time police/fire dispatchers are supported by 6 Dispatch Shift Supervisors, a Training Specialist, a Quality Assurance Specialist, two Technology Systems Specialists, a Data Analyst SECC/EMA, a Deputy Director, and a Director. We partner with Scott County, who provides us centralized support services, including Human Resources, Payroll, Accounts Payable and Receivable, Facility Maintenance, and IT support. Our Facility

Built in 2011, our facility was purpose-built as a 911 Dispatch Center and Emergency Operations Center. We share the building with the Scott County Emergency Management Agency and MEDCOM (see below). Our facility was designed and built with efficiency in mind and features LED lighting, occupancy sensors, low-flow plumbing, and geo-thermal heating. The site features native prairie plants and was designed to minimize run-off through a series of rain gardens and a large retention basin.

Software

SECC uses a variety of technology systems including a Computer Aided Dispatch (CAD), Law Enforcement Records, Fire Records, Mobile Client, and Field Reporting; This software is designed for multi-jurisdictions and has helped with sharing of data between the agencies served by SECC for increased interoperability

Radios

In 2017 a radio study was conducted to determine the current and future needs for two-way voice and data radio options for all public safety agencies within Scott County. That study was followed by a RFP process in a joint partnership with Rock Island County IL. The two counties have entered into a contract with RACOM Corporation to purchase and install a P-25 compliant radio network for public safety communications. The new system will be operational in late 2021.

MED-COM

When SECC was formed, the founding organizations believed it was important for all public safety dispatching services to locate together, into a single facility to aid the flow of information. Medic EMS’s ambulance dispatching service, MEDCOM, is co-located within the SECC facility to achieve that philosophy.

EMA

As stated above, we share our building with the Scott County Emergency Management Agency. Currently, the two agencies have the same person as agency Director. By having EMA and their EOC in the same facility, it allows the two agencies to work very closely together, especially during large emergency and disaster events. The synergy from the two agencies together is very important to critical information sharing and allows us to be more effective, keeping the community safe
