The Scott County Library System is funded by a per capita library tax.

Residents in Scott County that live outside of the city limits of Bettendorf, Davenport, LeClaire and New Liberty pay this library tax.  SCLS provides library service to 28.965 people.

A library can't generate revenue, and the only way to pay for more expenses is to increase the tax rate.

The cities in our service area distribute the tax dollars to the library system, but these funds are paid by the residents specifically for library service.
